TITUS AND PHILEMON Introduction: Because of their brevity Titus and Philemon have been combined. While part of different groupings of scripture (i.e. Titus is a "pastoral epistle" and Philemon is a "prison epistle"), both are written to godly men, offering valuable instruction.
